Today in Srinagar, Sheikh Imran (Sheikh Mohammed Imran ( is a Businessman /Kashmiri political figure and former Deputy Mayor Srinagar)made serious allegations against the PDP, holding the party accountable for the imposition of force and the resulting civilian casualties in Jammu and Kashmir from 1990 to the present.   1. AFSPA Imposed Under Mufti Mohammad Sayeed’s Watch (1990) – Sparked Civilian Killings

Mufti Mohammad Sayeed was Union Home Minister in the V.P. Singh government (1989–90), which was supported by the BJP.

AFSPA was extended to Jammu & Kashmir in July 1990 amidst growing insurgency.

Under Governor’s Rule—and with Mufti overseeing Home Affairs—thousands were killed. An estimated 30,000+ civilian deaths occurred between 1990–2000.

Fake encounters and massacres became disturbingly frequent, especially between 1990–1993.

Gawkadal (1990): 50+ civilians killed.

Handwara (1990): 21 killed.

Hawal (1990): 60+ killed during the funeral of Mirwaiz Farooq.

Wular (1991–92): Reports of mass drownings and shootings.

Sopore (1993): 40+ civilians burned alive; over 300 shops reduced to ashes.

All occurred under Mufti’s direct administrative control
