Srinagar, Jammu and Kashmir:
Advocate Haamid Bhat, President of the Kashmir Bar Association, has urged the Lieutenant Governor’s Administration to proceed in accordance with constitutional principles and statutory mandates while considering the proposal for grant of sanction in connection with the alleged issuance of arms licenses to non-residents during the period 2012 to 2016.
In a statement issued to the press, Advocate Haamid Bhat underscored that any allegation involving public servants must be examined strictly within the framework of law, ensuring compliance with due process as envisaged under the Constitution of India and relevant statutory provisions.
He stated that the doctrine of rule of law forms the cornerstone of democratic governance and requires that accountability mechanisms operate in a fair, transparent, and non-discriminatory manner, irrespective of the office or rank held by the individuals concerned.
“Constitutional governance demands that allegations of this nature are addressed through established legal procedures, safeguarding both public interest and the rights of individuals,”Bhat observed.
Reiterating the institutional role of the legal fraternity, Advocate Haamid Bhat said the Kashmir Bar Association remains committed to upholding constitutional morality, judicial discipline, and ethical public administration. He further emphasized that any investigation or prosecutorial decision must be reasoned, lawful, and immune from extraneous considerations.
He concluded by stating that adherence to constitutional values and statutory obligations alone can reinforce public confidence in governance and ensure that justice is administered in a manner consistent with the principles of fairness and legality.
